Union restrictive measures apply directly by virtue of the law. However, penalties for violations for Union restrictive measures lie within the competence of the Member States. Thus, Member States have the competence to lay down penalties for such violations (see Art. 15). Member States, therefore, adopted national laws which prescribe penalties for violations of international sanctions, including Union restrictive measures.
