What does this book cover? This book covers the Union financial restrictive measures imposed by the Union against Russia because of its aggression against Ukraine. Precisely, this book addresses all provisions set forth in the key legal instrument, namely Regulation 269. This book focusses primarily on the asset freeze measures imposed on persons included in Annex I. It provides a comprehensive overview of all the relevant prohibitions, rights and obligations under Regulation 269. It shall function as a quick-reference book for the practitioner and for anyone who is facing questions relating to Union restrictive measures. Despite this book focusing on Union restrictive measures against persons listed in Annex I (to Regulation 269), the content can be applied to other restrictive measures imposed by the Union against other regimes. This is because Union financial restrictive measures remain in essence the same, irrespective of the addressee. To say it bluntly, whether a person is sanctioned under Regulation 269 or Regulation 881/2002 (sanctions against the Taliban and other terrorist organizations) is irrelevant because the asset freeze measures will remain the same. This is why CJEU case-law concerning other sanctions regulations can be applied to issues concerning Regulation 269. Hence, a new sanctions package will not immediately outdate this book.
