Union restrictive measures apply by operation of Regulation 269. Simply put, once a person is listed in Annex I, the restrictive measures apply without the need for a national authority to issue any form of resolution. In consequence, anyone who holds assets that belong to, or are owned or controlled by a sanctioned person, ought to apply Art. 2(1) and freeze such assets, and not make available any assets to a sanctioned person pursuant to Art. 2(2).
